We’re writing with another essential update about the effort to shift union representation away from SEIU and towards our new, statewide association for adult foster home providers.

As you may know, in July 2025 we came together from different groups and parts of the state to launch the United Oregon Provider Association because we felt – and still believe! – that it is past time to have a professional labor association dedicated 100% to the needs of adult foster home providers and our residents. Although we had hoped to join forces with the leadership of the Oregon Care Home Council (OCHC), they rejected the concept of working together.
In August, the OCHC filed a petition with the state to become the bargaining entity for Medicaid providers, and UOPA submitted signatures from providers so that everyone could have a choice of associations if any election were to take place. Unfortunately, the state’s Employment Relations Board determined last week that OCHC did not have sufficient support to trigger an election. Their petition has been dismissed.
Despite the failure of OCHC’s petition, UOPA is still committed to building the strongest possible voice for AFH providers across Oregon.
