United Oregon Providers Association (UOPA) statement to Oregon Adult Foster Care Home Providers:
At the request of adult care home owners across Oregon, a meeting on July 1, 2026 was organized between United Oregon Providers Association (UOPA) and Oregon Care Home Council (OCHC), two of the three groups representing Oregon Adult Foster Care Home Providers.
Independent Oregon AFH providers initiated and organized this meeting between UOPA and OCHC with the sincere hope of exploring whether our organizations could work together toward the shared goal of removing SEIU as the bargaining representative for Oregon's adult foster care home providers. This marks the second time Oregon AFH provider organizations have come together to explore working together toward this common goal.
UOPA entered the meeting in good faith, with an open mind and a genuine desire to have an honest conversation about whether collaboration was possible. Our objective was to exchange ideas, evaluate potential paths forward, and determine whether there was common ground on which our organizations could unite for the benefit of providers across Oregon.
Unfortunately, the discussion did not advance to that stage. UOPA presented a proposal to explore a collaborative framework and encouraged an open discussion on whether our organizations could work together. However, OCHC declined to move the question of collaboration forward for consideration by its Board and chose not to explore whether a collaborative framework could be developed. As a result, the meeting concluded before potential solutions or collaborative opportunities could be meaningfully evaluated.
While we are disappointed by the outcome, we respect the right of every organization to make its own decisions and determine its own course. UOPA remains committed to conducting itself with professionalism, transparency, and respect. Our door remains open should there be a future willingness to engage in constructive dialogue and explore opportunities that serve the best interests of providers.
Our mission remains unchanged. UOPA will continue working diligently to remove SEIU as the bargaining representative for Oregon's adult foster care home providers while advocating for solutions that protect the interests, independence, and future of providers throughout our state.
