Farewell HB 3838 — a Victory for All Adult Foster Home Providers!
UOPA is excited and proud to announce that, after a series of frank discussions with SEIU 503 leadership where we expressed our deep opposition to future attempts to bring back HB 3838, we have obtained a commitment from the Executive Director that the union will exclude Adult Foster Home providers from their efforts!
After forming our new association in July, we identified the likelihood of the union bringing the long-term care workforce standards concept (HB 3838) back to the Legislature or even in a ballot measure. We decided that direct dialogue was important, even if we deeply disagreed with the union on this issue. Moving into 2026, our goal is to continue to make effective change by advocating to the people and entities who impact AFH providers – including the Legislature, ODHS, OHA, ODDS, counties, the union, and other associations.
